Add a ability to digital sign letters

Having the ability to digital sign letters and have them tracked for if receiver has open them when sent via email. this would work on-top of previous request: Send "Letters" via email directly from Letters feature. Send "Letters" via email directly from Letters feature. - Uses could be to send terms and conditions of memberships
