Allow users to share their custom codes across practitioners themselves

At the moment only PracticeHub Admin can copy custom codes across users on the same account, but it would be handy to allow users to do this themselves (with the right permissions). Admin users/owners can then ensure all of their practitioners are all using an up to date selection of codes.
