Allow the option for clinics to calculate PVA based of primary practitioner or the standard way of total adjustments over new patients via a toggle. (This allows multi-practitioner clinics to also calculate their PVA)

2. Fix the calculation differentiating between “ only new patients” and “all patients” so it works

3. Fix the calculation for clinics so PVA per clinic can be calculated so it also works
