Specific appointment type online booking giving option to choose Clinic

When creating a custom URL for a specific appointment type (such as a discount consultation) you have to select a clinic for the URL to work as normally the clinic is chosen before picking the appointment type. In this instance, can the order of location and appointment type selection be swapped? I appreciate that usually location is selected first as appointment types may differ between clinics, however in this instance only show the clinics that offer the chosen appointment type.
